Fiona Miller

Biography

Currently the Deputy CEO of Border to Coast, Fiona brings over 30 years of experience spanning finance, governance, ICT, and operational restructuring across both public and private sectors. She played a pivotal national role in shaping the initial pooling regulations, collaborating with both local and central government to develop the new policy framework. As a founding member of Border to Coast, Fiona led the operational, IT, governance, and financial build of the company, growing it to over £55 billion in assets. She is currently spearheading strategic transformation initiatives to support the next phase of rapid growth, aligned with evolving Government policy and sector consolidation. Fiona remains a key contributor to the development of pooling in the UK. She represents LGPS pooling companies on the LGPS Scheme Advisory Board’s Investment Committee and Compliance and Reporting Sub-Committee, and she chairs the Lancashire Pension Board. Additionally, she is a member of the Bank of England’s Decision Makers Panel.
